I recently rewatched that episode. As most people have said it is a funny one. Memorable joke when he tries to explain who the Avenger is to Hammond. "Extra strong, extra fast, well not as fast as the Flash that would be ridiculous."
Just a small comment about Felger and his energy weapon.
I was thinking that Felger wouldn't have requested to produce a demonstration if his gun didn't work at all. It seems more than likely that it was O'Neill's fault that the weapon failed. When he touched the glassy tip of the weapon, if a fingerprint was left or oil from the skin it may very well have caused the malfunction. I am no expert but I do know that much.

No, it's just down to Felger being a screw up. Like Hammond said later in the episode, the projects he worked on were long on promises and short on results. He was so eager to please that he always screwed up the developments he was trying to make, exactly like the Avenger virus.

Granted he is eager to please and makes foolish mistakes however as it turned out the problem with the Stargates was not really his fault and it was a brilliant idea. Baal adapted Felger's idea to suit him which really was an unforseeable outcome. It could happen to Sam or anyone.

The fact of the matter is Felger's virus screwed up the Stargate network because he hadn't fully tested the virus. He assumed he was right and didn't even consider the fact that a race with superior technology and knowledge could rewrite the virus.
